There are numerous financial considerations that must be factored in when choosing the appropriate living arrangements for a loved one. The following information is designed to assist you in evaluating your financial options for long term care. Arizona Long Term Care System (ALTCS)

ALTCS is Arizona's Medicaid program that provides long term care services at little or no cost to financially and medically eligible Arizona residents who are aged, blind, disabled, or have a developmental disability.

Financial Eligibility:

For ALTCS eligibility, an applicant's countable resources cannot exceed $2,000. If an applicant has a spouse who does not live in a nursing home and does not receive ALTCS services, some of his/her resources can be "set aside" for the spouse's needs and not be counted toward the $2,000. This is called the Community Spouse Resource Deduction (CSRD). The CSRD will be $104,400 or half of their combined resources, whichever is less, but not less than $20,880 (as of 1/1/08). Resources which are not counted are: the applicant's home property unless held in a trust; one vehicle; burial plots, irrevocable burial plans, or $1500 designated for burial; and household and personal effects. The gross monthly income which includes wages, Social Security, Supplemental Security Income, pensions, interest, and dividends can not exceed $1,911. The total gross monthly income for a married couple may not exceed $3,822.

Medical Eligibility:

In order to be eligible for ALTCS, an individual must be substantially impaired by a medical and / or functional condition that is expected to be long-term and limits their capacity for self care. An individual may meet the medical eligibility criteria if any combination of the following is present: requires nursing care by or under the supervision of a nurse on a daily basis; requires regular medical monitoring; impaired orientation to time, place or person; needs help with activities of daily living; impaired continence; or psychosocial deficits.
